Tuition-Free City College Plan Faces Budget Obstacles

Plans to make San Francisco City College tuition-free are running into opposition at City Hall. Voters approved local ballot measures aimed at making community college tuition free, with funding from a property tax approved by voters in the November election. But the city is facing a budget deficit after the failure of a separate sales tax measure, and some city officials want to use the money for other priorities.
