Early voting has started in San Francisco, and some political activists are using the occasion to get out the word on local ballot measures. Advocates of four measures gathered on the steps of City Hall to raise support for what they call “government reform measures” that are being opposed by Mayor Ed Lee and a well-funded opposition campaign.
