Parents and guardians of formerly incarcerated youth will no longer be billed in Contra Costa County. The Supervisors placed a moratorium on the practice on October 27th. Contra Costa County has severe racial disparities in every level of the criminal justice process. New research from the UC Berkeley Policy Advocacy Clinic found black youth are eight times more likely to be arrested than white youth, ten times more likely to be found delinquent, and twenty three times more likely to be incarcerated.
