California's nonpartisan legislative analyst says the state should ask a federal court for more time to meet court-ordered reductions in the state's prison population. Some prison reform activists say the state should go much further, and reform sentencing laws. Those calls are now coming from a surprising source -- conservative activists who say the state is spending too much money on prisons. Christopher Martinez reports.
