State Lawmakers Approve On-Time Budget

State lawmakers have passed a budget, but not a spending plan that anyone seems to like. Democrats bowed to political reality, and a constitutional deadline, and passed a budget that avoided the need to get Republican votes for taxes. The budget includes majority-vote revenue hikes to vehicle license fees and local sales taxes, as well as additional cuts in funding to the University of California and California State University systems, and to the state courts. Christopher Martinez reports from Sacramento.
