President Donald Trump’s plan to build a border wall without congressional funding is being considered by a federal appeals court in San Francisco. Lawyers faced off in a hearing over whether the Trump administration has exceeded its authority by transferring money from Defense Department projects in order to build segments of a border wall that Trump made a centerpiece of his presidential campaign.
