The federal Immigration and Customs Enforcement agency, or ICE, has unveiled its new guidelines for making immigration arrests inside courthouses. The guidelines say ICE can make arrests in criminal proceedings, but will avoid civil proceedings like family court. Some immigrant rights advocates say the new policy guidelines could deter undocumented immigrants from appearing in courthouses to protect their rights or to appear as witnesses.
