Two federal wildlife agencies gave the green light to the California Water Fix project as they revealed the final biological opinion on the construction phase of the 35-mile-long Bay Delta Tunnels at a teleconference Monday in Sacramento. Federal officials pointed out that environmental reviews of operating the water system are still in the works. Delta advocates sharply criticized the analysis, saying it contradicts earlier biological opinions, and leaves too many questions unanswered. Vic Bedoian reports from Fresno.
