Governor Jerry Brown has unveiled his new state budget plan, a $122.5 billion proposal he says will close a deficit and boost a reserve fund to face uncertainties like the possibility of an economic recession, or cuts from a Trump administration. Brown presented his budget plan at a news conference at the state capitol.
