A plan to require cannabis businesses to turn over some board power and a quarter of their profits to the City of Oakland failed to get approval in the city council’s Public Safety Committee vote. The controversial plan builds on city equity rules aimed at helping Oakland residents targeted by the war on drugs. Opponents say the new rule would drive cannabis businesses out of the city.
