An Assembly committee is looking at the California Air Resources Board and its efforts to reduce greenhouse gas emissions linked to climate change. The hearing comes as law-makers are struggling, and apparently failing, to extend California’s landmark AB 32 climate change law. Christopher Martinez reports from Sacramento.
