A long-promised campaign to legalize recreational marijuana in California by 2016 reached the starting gate with the filing of a ballot initiative backed by technology investor Sean Parker. The Initiative spearheaded by the Napster music sharing platform co founder was submitted to the Attorney General yesterday and has already gained a large coalition of support ranging from Lieutenant Governor Gavin Newsom's Blue Ribbon Committee on Marijuana to environmental groups.
