Governor Jerry Brown released his budget proposal Friday morning, presenting what for the most part is a status quo budget. The $113 billion spending plan includes increases for public schools, along with a $119 million increase for the University of California system, but only if the UC system backs down on plans to hike student tuition. Prisons also get a small budget increase, while health and welfare safety advocates are seeing no increases for safety net programs that were slashed during the recession.
