A top congressional Democrat is proposing a plan he says will boost middle class savings and trim income inequality by making the tax code reward work instead of wealth. Democrat Chris van Hollen of Maryland is introducing legislation to tie executive bonuses to raises for workers, along with other measures to create tax credits and deductions for the middle class. Funding would come from curbs on tax breaks for the wealthiest one per cent, along with a “high roller” fee on Wall Street trading. Christopher Martinez reports.
