Senate Democrats have unveiled a higher education plan they say could avoid the need for the University of California’s proposal to hike tuition by 28 per cent over the next five years. Their plan would boost out-of-state tuition and re-direct middle-class scholarship money to hike funding and speed up graduation in state colleges and universities.
