Clean energy activists rallied outside PG&E's office in downtown Oakland to oppose legislation that gets a hearing Monday in a State Senate committee. They said the measure would destroy the clean energy community choice proposals in California by making investor-owned utilities such as PG&E the default providers. Carla West reports from Oakland.
