Governor Jerry Brown has signed the new state budget, marking the third year in a row the state has an on-time, balanced budget. The final budget includes some increases for schools and higher education, a phased-in middle class scholarship program, new mental health spending, and the lowest amount of line-item vetoes in several decades… since the last time Brown was governor.
