San Francisco Sheriff Ross Mirkarimi says he hopes a new jail program will become a model for California and the nation, as a way to help inmates transition back to the community and cut recidivism. Mirkarimi and the San Francisco Probation Department are joining in an effort to provide more services as the state gives counties more responsibility for low-level offenders formerly housed in state prisons.
