California’s landmark Environmental Quality Act, or CEQA, could become the center of one of the most hard-fought political battles in state government this year. Governor Jerry Brown has marked out the issue as ripe for change and reform, with business and local government groups rallying in support. But some environmentalists, unions, and tribal governments are coming together to support CEQA and oppose what they call environmental de-regulation. They’re forming a new coalition to oppose changes to the CEQA law. Christopher Martinez reports from Sacramento.
