State lawmakers have narrowy approved a measure to begin construction of the controversial High Speed Rail system. The vote means the State can claim $3.3 billion in federal funding that would have been lost without the vote. But the vote leaves in question funding for the rest of the 68-billion dollar project, the most massive public works project in California history. Christopher Martinez reports from Sacramento.
