State Officials Outline Prison Spending Cuts

State prison officials have released a plan they say will save the state billions of dollars, end federal court oversight and fix overcrowding and health care problems in California prisons. Some prisoner rights advocates say the plan is an important step toward downsizing California's prison system, but falls short of what it could be. Christopher Martinez reports from Sacramento.
