Legislation Would End Prison Gerrymandering

Los Angeles Assemblyman Mike Davis is calling on Governor Jerry Brown to end what he calls prison gerrymandering. That's the practice of counting prison inmates where they're incarcerated, instead of counting them as residents of their permanent homes. Supporters of the measure say the gerrymandering disenfranchises prison inmates and dilutes the voting power of minority communities that are over-represented in California's prison population.
