Pacific Gas and Electric is to blame for last year's deadly gas pipeline explosion in San Bruno. That's according to a yearlong investigation by the National Transportation Safety Board. The NTSB released a 140 page report today. The report concludes that PG&E failed to perform necessary tests and inspections to prevent the nation's most significant pipeline explosion in a decade.
