State law-makers are considering a measure that would give the state power to approve or dis-approve health insurance rate hikes. Supporters say the measure is especially important as states prepare for a federal health care law that will require millions of people to buy health insurance. Opponents say the measure does nothing to reduce the causes of health insurance cost increases. The Senate Health Committee heard more than 3 hours of testimony about the measure a week before it votes on Assembly Bill 52. Christopher Martinez reports from Sacramento.
