The Los Angeles City Council voted 9-1 today to create a new Inspector General to oversee collections of everything from unpaid parking tickets to emergency service bills. The vote comes just days after City Controller Wendy Greuel exposed the existence of a so-called “Gold Card” desk in the Department of Transportation. Hundreds of tickets a year, for those well-connected enough to know the Gold Card existed, would be excused, without a paper trail. Dan Fritz reports.
