California Governor Jerry Brown wants low-level felons with short prison sentences to serve their time in county jails rather than state prison. His plan could ultimately cut the prison population by 44,000 inmates and help ease overcrowding. It's part of a complex package of changes called "re-alignment" that would shift some state programs -- and funding -- to local government. A legislative subcommittee held a hearing on the proposal.
