California Attorney General Xavier Becerra has announced a new lawsuit against the Trump administration over the way it treats children in immigration detention. 19 states and the District of Columbia have joined in a challenge to a new rule that would overturn the “Flores Settlement Agreement” that limits immigration detention of children to no more than 20 days.
