A battle over rent control is going to the ballot in November, in the form of Proposition 10, a measure that would repeal the “Costa Hawkins” limits on local rent control. Supporters of Prop 10 say it will let communities tailor local rent control laws to help address the affordable housing crisis. Opponents call it a flawed measure that could limit new housing construction.
