Health insurance premiums under California’s Obamacare program are set to rise 12 ½ % next year. That’s below the nationwide average. But California’s “Covered California” Obamacare program also has a second set of rate hikes, twice as much, if President Donald Trump follows through on threats to slash subsidies for low income people in the program. That threat could trigger a lawsuit by California’s state Insurance Commissioner.
