SUPERVISOR JOHN AVALOS TOOK CENTER STAGE WITH HIS PLAN TO FORCE THE DEPARTMENT TO IMPLEMENT THE REFOMS OF THE POLICE USE-OF-FORCE POLICIES BY HOLDING BACK FROM THE DEPARTMENT 200 MILLION DOLLARS, A THIRD OF ITS ALLOCATION. THE NEW POLICE CHIEF TOMMY CHAPLIN WAS THERE TO PROTEST THE PROPOSAL.
