California is sitting on about a billion dollars in unspent “cap & trade” money targeted for addressing climate change. A senate budget committee held an informational hearing on priorities for spending the money, including a look at Governor Jerry Brown’s proposals, and calls from environmentalists to start using the money to address climate change.
