The California Chapter of the American Civil Liberties Union reported on the first year of Proposition 47 this morning. The state Proposition, aimed at reducing prison populations by reducing non-violent, non-serious felonies to misdemeanors, is intended to reallocate money saved on incarceration to rehabilitation and mental health services.
