Death Penalty Initiatives Could Compete on 2016 Ballot

Voters in next year’s November election could see dueling ballot measures on the death penalty. Opponents of capital punishment are backing a proposed initiative that would replace the death penalty with the sentence of life without parole, while death penalty supporters have a measure that would streamline the death penalty process and could end California’s nine-year de facto moratorium on executions.
