A settlement has been reached between the U.S. Justice Department and Los Angeles County over excessive use of force and suicide risks in county jails. The largest jail system in the country has been under pressure to reform for years. Under the settlement, a federal judge will oversee reforms to safeguard the civil rights of prisoners and to ensure they receive treatment for mental illnesses.
