New Water Conservation Regulations Limit Outdoor Watering

State regulators have approved new statewide drought rules limiting out-door lawn and landscape watering. California is in year four of an historic drought, with low snow-packs, falling reservoir levels, and some communities running out of drinking water. The state has fallen short of meeting voluntary calls to reduce water use, so a state water board is beefing up emergency regulations to boost urban water conservation. Christopher Martinez reports from Sacramento.
