An Assembly Oversight Committee has held a hearing on the state-run toxic waste clean-up program, including an audit report that says the state Department of Toxic Substances Control (DTSC) has failed to bill polluters. The report says the uncollected bills add up to $194 million since 1987, putting at risk future toxic clean up efforts. Some activists told the committee DTSC is acting on behalf of polluters instead of communities plagued by toxic waste. Christopher Martinez reports from Sacramento.
