Lawmakers in Sacramento are reviewing proposed legislation that would delay the inclusion of transportation fuels under the state's cap and trade program. The bill, AB 69, was introduced by the democrat from Fresno, Assemblyman Henry Perea, last week. Dialynn Dwyer reports.
