Governor Brown's State of the State Speech Urges Fiscal Restraint

Governor Jerry Brown gave his State of the State speech at the State Capitol, emphasizing his budget message of fiscal responsibility and avoiding spending hikes in order to guard against future recessions. Republican lawmakers generally approved of Brown’s message, but some Democratic lawmakers say the speech avoided important issues like re-investing in safety net health and welfare programs, and reining in prison spending.
