California's Health Reform Moving Smoothly, but Counties Face Tough Choices

California seems to be avoiding some of the troubles that have plagued the federal roll-out of the Affordable Care Act. About one-third of enrollees nationwide are in California, and the state seems on track to meet goals for expanding the Medi-Cal program for low-income Californians. Questions remain about what counties will do with their health care safety net programs. Christopher Martinez reports.
