The Los Angeles County Board of Supervisors has again delayed action on a proposal to enact a permanent Citizens' Oversight Commission to oversee the troubled County Sheriff's Department.
Community groups packed the board room Tuesday to urge the Supervisors to choose alternatives to incarceration, instead of jail outsourcing and expansion.
