Santa Cruz documentary filmmaker Brent Adams is starting a campaign to create an organized, self-regulated homeless community called a sanctuary camp. Sanctuary camps are cropping up all over the country and are proving to be a successful model for providing homeless people with a safe place to sleep so they can begin to rebuild their lives.
