Civil rights groups have filed a lawsuit against the state of California for failing to meet its legal obligation to teach English to tens of thousands of English Learning students across the state. Lawyers with the ACLU and the Asain Pacific American Legal Center say that about a quarter of counties across the state, many by their own admission, are violating state and federal law by not providing services to help struggling, non-native speakers learn English.
