Experts Debate Prison Realignment, Jails

California’s prison realignment program has cut the state prison population, but some advocates fear it could be just shifting California’s prison problems to the counties. Several counties are facing law-suits similar to those that forced California to cut the prison population. Supporters and opponents of realignment spoke at a conference on corrections at the University of California Hastings College of Law. Christopher Martinez reports from San Francisco.
