The California Public Utilities Commission has decided to launch an investigation into all the issues surrounding the shut-down of two units at the San Onofre Nuclear Generating Station. Units 2 and 3 were taken offline in January after radioactive steam was vented from a ruptured pipe. The Commission's investigation will include a look at whether power customers are due a refund over malfunction or not, and whether customers or shareholders should pay for the costs of repairs.
