The Albany City Council has given preliminary approval to the University of California's plans for a market rate senior housing facility and Whole Foods market on a parcel of land in the Gill Tract. Urban farmers had occupied a different portion of the Gill Tract earlier this spring, planting crops there. Saadia Malik reports.
