Governor Jerry Brown has until midnight to act on the new state budget, and now he has a package of new budget bills passed by lawmakers in their final budget sessions Wednesday. The final budget includes new agreements between Democratic lawmakers and the governor on issues including cuts to welfare, a tuition freeze at state colleges and universities, and a controversial plan to phase out the popular Healthy Families program by shifting nearly 900,000 children instead to the troubled Medi-Cal health program.
