L.A. City Council Votes to Ban Plastic Bags

The Los Angeles City Council has given its initial approval for a ban on single-use plastic shopping bags at retail stores. The 13-1 vote begins a process to phase out the plastic bags and impose a 10 cent charge on paper bags, to encourage shoppers to bring their own reusable bags.
