Environmental leaders, elected officials and climate scientists are in Los Angeles for a conference on how local governments can best deal with extreme climate change. State officials say California is a world leader in actions to combat climate change. But they acknowledge that steps must be taken now to prepare for more frequent severe weather in the future.
