Animal welfare groups were in Sacramento to lobby against a budget saving proposal by Governor Jerry Brown to eliminate the so-called "Hayden Law", named after former state lawmaker Tom Hayden. The repeal would allow shelters to euthanize animals after three days. Elise Guillot reports.
