Governor Jerry Brown announced he has reached a deal with the California Federation with the California Federation of Teachers to combine elements of their competing tax initiatives, which will in part fund public education. The announcement came as 20,000 teachers are receiving layoff notices. Brian Edwards-Tiekert reports.
